Twitter services unavailable!

Should it give me the error message once it log me into Twitter and then says : Twitter services are currently unavailable?  

If the services are not available then do not log me in and inform me! By logging me in you're asking me to wait for the tweets to load before you show them all. I would appreciate if you could just **skip** that process if the services are down. It would save a lot of time!
